Abstract

The direction of development that is well planned and dynamic is strongly influenced by the participation of the community and elements in society who are directly or indirectly involved in government administration. By Presidential Decree No.27 of 1980 concerning the Establishment of the agency for Regional Development (ARD) Indonesia and Law no. 25 of 2004 concerning the national development planning system, the Probolinggo Regency Government in carrying out development in the region is first planned so that development can run well as expected. This research aims to describe and analyze the policy implementation of the role of the agency for Regional Development (ARD)  in the development planning process in the Probolinggo Regency. This study uses interview analysis techniques in collecting data and answering research problems. The study results indicate the role of the agency for Regional Development (ARD)  in implementing policies regarding the development planning in the study region is successfully implemented. However, in its implementation, it has not been able to run optimally to the factors that influence policy implementation.
